Logistics Excellence, Advancement, and Performance Shield 2025

The Logistics Excellence, Advancement, and Performance Shield (LEAPS) is a flagship initiative of Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, designed to acknowledge and celebrate the best practices and innovations within the logistics industry.

In line with the National Logistics Policy 2022, LEAPS aims to create a new benchmark in India, as well as globally, by not only recognizing outstanding leadership and innovative endeavours across various sectors within the logistics industry, including air, road, sea, rail freight, warehousing, multimodal transportation, but also the MSMEs, Startups, and Academia who have been providing innovative solutions across the logistics ecosystem.

LEAPS also raise awareness about sustainability, ESG (Environmental, Social, and Governance) practices, and Green Logistics, while promoting collaboration between the government, industry, and academia to drive progress and efficiency.

Building upon the foundation laid by the PM GatiShakti National Master Plan and the National Logistics Policy, LEAPS endeavours to further enhance India's logistics infrastructure and efficiency. LEAPS aims to create a technologically enabled, integrated, and sustainable logistics ecosystem. This initiative is designed to acknowledge and celebrate the best practices and innovations within the logistics industry. This is the 4th edition of LEAPS.

 

   The key guiding principles for “LEAPS” are:

  1. Comprehensive coverage of all logistics sectors and ecosystem enablers
  2. Special focus on MSMEs and Startups
  3. Showcase of diversity, inclusion and ESG best practices in the logistics industry
  4. Alignment with the objectives of PM Gati Shakti
  5. Alignment with the mission of Aatmanirbhar Bharat
  6. Process innovation, efficiency aided by technology adoption.

Eligibility

ACore logistics and Special categories
1.        The applicant must be a company registered in India under the Companies Act of 2013 or a partnership firm registered under the Limited Liability Partnership Act of 2008.
2.        The entity must possess all relevant trade-specific registrations, such as GST Registration, etc.
3.        The entity, its promoters, or any of their affiliated entities must not have incurred any defaults in the last three fiscal years (FY 2022-23, 23-24, 24-25).
4.        The entity must submit audited financial statements (balance sheet, profit & loss account) for the last three financial years (FY 2022-23, 23-24, 24-25).
 
B. Startups
1.        The startup should be a DPIIT recognized startup. The entity must submit their certificate of incorporation or partnership deed.
2.        The entity must have a hardware or software product or a process solution that is present in the market.
3.        The entity must have all applicable trade or trade-specific registrations (Example: FSSAI, MSME, GST Registration, etc.)
4.        The entity, its promoters, or any of their affiliated entities must not have incurred any defaults in the last three fiscal years (FY 2022-23, 23-24, 24-25).
5.        The entity must submit audited financial statements (balance sheet, profit & loss account) for the last three financial years (FY 2022-23, 23-24, 24-25).
 
C. MSMEs
1.        The entity should be a recognized MSME entity (Udyam Aadhar). The entity must submit their certificate of incorporation or partnership deed.
2.        The entity must have all applicable trade or trade-specific registrations (example: MSME, GST Registration, etc.)
3.        The entity, its promoters, or any of their affiliated entities must not have incurred any defaults in the last three fiscal years (FY 2022-23, 23-24, 24-25).
4.        The entity must submit audited financial statements (balance sheet, profit & loss account) for the last three financial years (FY 2022-23, 23-24, 24-25).
 
D. Institutions: 
1. Institution must also be officially registered with the appropriate educational or governmental authorities. 
2. This should include accreditation from national or regional educational bodies. 
 
Note (Applicable to all Category): The entity should be in operations for at least 3 financial years. For FY 2024-25, provisional financial statement may be considered.

Selection Process

3-Stage Selection Process

Stage 1: Preliminary Screening will be done based on the application form and the supporting documents to check the completeness of the application and compliance with the rules of participation. The applicant entity must be into the logistics operations from last 3 years.

Stage 2: Evaluation will be done by a Screening Committee consisting of members from the relevant Government Ministries/Departments, PSUs, industry bodies, and subject matter experts to shortlist applications for a National Jury Round. Applicants will make a presentation to the screening committee (may be through virtual mode).

Stage 3: Finalists will make a presentation to a panel of National Jury members consisting of industry stalwarts and senior officials from the government to decide the best practices and their respective enterprises across the areas and categories to be showcased.
